The rankings of journals are made according to the 'impact factor', which is a measure of the frequency with which the 'average article' in a journal has been cited in a particular year. It is a ratio between citations and citable items published. The 1993 impact factor for a journal has been calculated by dividing the number of all the SCIreg. Science Citation Index source journals' 1992 citations of articles that journal published in 1991 and 1990 by the total number of source items it published in 1991 and 1990. For all journals covered by the Index, a plot of impact factor score vs number of journals with that score gives a distribution skewed towards the higher scores and having a median of 0.6 and mode of 0.1. (n.l. = not listed - in some cases because journal is new).

Formula funding based on research performance

In 1992 the Faculty decided to distribute a portion of its devolved funding to departments according to a formula it devised to score the research performance of each department (where the Department's score per Lecturer and above has been amongst the top three for the Faculty). The Department then decided to use this formula in the disbursement of 50% of the funding it received as a result of the formula in 1993 and 1994. In 1993 the formula took into account grants and publications for the years 1989, 1990 and 1991; in 1994 it was for grants and publications for 1990, 1991 and 1992, as follows:

Publications: Articles in refereed journals were scored as 1.0 + impact factor (as listed several pages back), up to a maximum of 6.0, and with 1.0 added for articles with >10 pages. Book chapters received a score of 1.0 (with 1.0 added for >10 pages), a patent 2.0, a commisioned report 2.0, editorship of a book 4.0, and a book or monograph 20.0.

Grants: Dollar value and number of grants were compiled separately and the following weightings applied to these values: x 2.0 for ARC, NHMRC, NIH; x 1.5 for other competitive, x 1.0 for other (e.g., contracts).

Derivation of overall score: Publication score as a percentage distribution across the Department was multipled by 4 and added to percentage distribution for grant number and for grant dollar value. The number obtained was divided by 6 to give the final percentage.

The percentage distribution of the performance indicator score amongst academic staff of the Department for the sets of 3 years, 1989-91, 1990-92 and 1991-93 is shown in the table that follows on the next page.

'Mechanism A' funding to the Department

In addition, funding of $17,976 was provided to the Department on the basis of 1993 Commonwealth competitive grant values (Mechanism A), and was, passed on to Laboratories in line with their percentage of such grant funding. In 1994, this amount was ........
